Oakland police arrest 43-year-old Jamal Thomas, suspected in the fatal shooting of his neighbor on Friday. A source tells KTVU Thomas had previously attacked his victim, was arrested but then released on zero bail due to COVID-19 concerns. "It's been a week and a half since any of us have received our mail," said Ingrid Wynn.
