Contra Costa County District Attorney Diana Becton announced charges Wednesday against sheriff's Deputy Andrew Hall for fatally shooting an unarmed man during a slow-speed police chase in November 2018. An officer who was charged in the 2018 killing of an unarmed man in Danville turned himself in on Thursday.  Officer Andrew Hall was booked into the Martinez Detention Facility on charges of voluntary manslaughter and assault in the death of Laudemer Arboleda. There was shattered glass at stores in Emeryville and Oakland Wednesday night. Police in Oakland and Emeryville are investigating instances of looting at electronics stores Wednesday night. New video shows windows smashed out at the Best Buy on Mandela Parkway and at the GameStop in Emeryville. Police responded to the GameStop just after midnight and several suspects ran off. Police made one arrest:  Jose Lujan, 18, of Oakland was booked on suspicion of burglary and conspiracy to commit burglary. Bella, a 3-year-old Chihuahua, was sitting in a carrier when someone jumped into Mark Lipton's car late Sunday night near 22nd Avenue and International Boulevard in Oakland's San Antonio neighborhood. Lipton is heartbroken. "I'm a veteran with PTSD, and this service animal is everything for me," said Lipton, 29, bursting into tears. "I just want her back." An Oakland Chinatown shop owner fired four gunshots Monday evening when they intervened in the robbery of a woman with a camera. Oakland police say no one was hurt and the suspect got away. The Alameda County District Attorney's Office on Tuesday declined to file charges against a store owner in to stop a robbery.  Liquor store owner Aaron Yee fired four shots at multiple suspects attempting to rob a woman for her camera last month outside his store. But as 2020 draws to a close, the city has recorded four killings, and two of those victims were aspiring rappers. Henry Lee reports. A man has been arrested and charged with murder in the 1988 kidnapping of 9-year-old , who vanished from a supermarket parking lot more than three decades ago. David Misch, 59, a convicted killer already held by Fremont police and charged in the 1986 slayings of two women, has now also been charged by the Alameda County District Attorney in Michaela's case. Court records show that he has been charged with murder with special circumstances, which means he could face the death penalty. Misch is being held at Santa Rita Jail.  SEE...…Henry Lee reports. The e-mail, from the Vallejo Police Officers' Association, was sent to Otis Taylor Jr., a columnist for the San Francisco Chronicle, who is moving to Atlanta to take a new job.
