Tumar Alexander was at the scene of a shooting in West Philadelphia last year when a woman pulled him aside to say that she was a block captain, and she had a problem in her neighborhood: two blighted, vacant lots.Alexander, the city’s first deputy managing director, took notes on his cell phone and told the woman he’d get crews out there to clean up the properties.
