The only other county that has allowed a Stage 3 business to reopen is Contra Costa County, which reopened hair salons on Wednesday.Also reopening in San Mateo County are casinos, family entertainment centers, wineries, zoos, museums, hotels, racetracks and campgrounds. Nail salons, tattoo parlors and other personal-care services can reopen&nbsp; Friday — the date the state allows counties that have gone through the attestation process to reopen those sectors.“We are moving away from opening businesses according to certain categories and instead focusing on behaviors and practices,” county health officer Dr. Scott Morrow . “As we ease restrictions, the power to control the spread of the virus lies with individuals and communities. Collective behavior will determine our destiny. If enough people, businesses, or organizations in the community do not follow the protective recommendations, the virus may spread with abandon.”Gatherings of up to 50 people are now permitted as well, and Morrow has previously stated that he believes that his county can avoid a second wave of virus infections if people take the necessary precautions in their daily lives. The county's hospitalization numbers have continued a steady downward trend and the percentage of tests coming back positive is well under the state's recommended benchmark of eight percent."You all are now the most important variable in how our future will develop," he . "Follow the key behaviors well, including extensive use of facial coverings, and that will bode well for all of us. Don’t, and our future will be dim. As to a second wave ... the existence of such a wave and its severity is entirely up to you.
