A federal court selected the "Remedial Plan 3" map submitted by the court-appointed special master. The new map maintains Alabama’s one existing majority Black district and comes close to adding a second one. Representative Barbara Drummond chairs the Alabama House Democratic Caucus and says this will give Black voters a much better opportunity to elect a candidate they want to represent them."We think that it's a win for Alabama," said Drummond.The Black voting age population for District 2 is 48.7%, while the Black voting age population for District 7 is 51.9%. The court found Plan 3 provided the best election performance analysis with Black-preferred candidates winning 16 of 17 elections in District 2."We will turn the vote out, and that's what we're planning on doing. We're going to get out there and we're going to knock on doors," said Drummond.The plan splits up Mobile County and removes nearly 10% of Mobile's population from District 1 to District 2, which includes Montgomery."Mobile has community of interest is the Black Belt," said Drummond.Republicans are blasting the decision."The third option is worst option. It cuts deep into Mobile County," said Rep. Jerry Carl.Carl represents District 1, which will now include the Wiregrass currently represented by Barry Moore. The changes could pit the two against each other in a Republican primary next year. Moore now resides in District 1, but could run for District 1 or 2."He certainly has the option of running in District 2, the district that he represents now. We do not have to live in the district to run for the district, and he's already got a good solid foundation in that district, too. So I know powers to be have really encouraged him to do that versus having a member on member because it gets expensive. He and I together probably spend somewhere in the neighborhood of $4 plus million running against one another. If we can avoid that, we need to avoid," said Carl.The court in its ruling said, "It did not have to be this way. And it would not have been this way if the Legislature had created a second opportunity district or majority-minority district." The judges said they limited the changes to "districts that were challenged and found unlawful" and said splitting the Gulf Coast "is necessary to remedy the likely dilution of Black voting power that we have found."
