&nbsp; &nbsp; &nbsp;While the world may seem frightening and full of bad news, positive developments do arise, such as the news that laws designed to stop child sex traffickers have improved markedly in less than a decade. Shared Hope International conducted &nbsp;study of laws between 2011 and 2019 and gave each state a letter grade.&nbsp; &nbsp; &nbsp;States were ranked based on a number of key criteria: criminalization of the acts themselves; criminal provisions for demand, traffickers, and facilitators; protective provisions for victims; and criminal justice tools for investigation and prosecution.&nbsp; &nbsp; &nbsp;Colorado, Kansas, Montana, Nebraska, Nevada, and Utah all improved 4 letter grades, from F to A. 12 raised their grades by 3 levels, 21 by 2 levels, and 10 by 1 level. Only 2, Illinois and Missouri, failed to improve. Tennessee, Montana, Nevada, Georgia, and Louisiana received the best scores. There were 15 states rated A, with only Maine and South Dakota rated as D and no F scores. The overall national score improved from D to B, or one letter every 5 years.&nbsp; &nbsp; &nbsp;If this trend continues, the United States could have an "A" score for stopping child sex trafficking by 2030. The change has been bipartisan, with improvements under Presidents Obama and Trump and gains and flaws in both liberal and conservative states, which demonstrates that any reasonable person can agree on protecting children.&nbsp; &nbsp; &nbsp;151 months. 12 years and seven months. Apparently, his childhood was fairly normal for a kid in Georgia: he spent eight years flattening out a pile of dirt near his home, enjoyed playing with LEGOs, was an average student in school, and was raised as a very religious child, attending church camps every summer. He graduated Jones County High School in 2002. Around 2004, he began chatting with strangers online, later attributing it to "undiagnosed OCD," a subpar explanation at best. &nbsp; &nbsp; &nbsp;Cogburn worked and attended college in 2006, bouncing from apartment to apartment during the school year, and his employer had enough faith in him to actually give the man his job back after a minor setback occurred in the form of Cogburn's appearance on To Catch A Predator in July of that year. He earned a pair of handcuffs in Fortson, Georgia, just outside of Columbus and two hours from his home. Howev&nbsp; &nbsp; &nbsp;David Kaye , caught in the second "To Catch A Predator" and the first that exposed the full identities of the predators, remains among the most notorious figures caught in the show's history.&nbsp; &nbsp; &nbsp; &nbsp;Kaye was born on October 25th, 1950. He worked as a rabbi at Congregation Har Shalom in Potomac, Maryland, from 1985 to 2001. He briefly worked as a rabbi at Congregation Agudas Achim in San Antonio, Texas, that year before becoming a vice president of programming for Panim: The Institute for Jewish Leadership and Values in Rockville, Maryland. He became somewhat of a local celebrity, working with thousands of Jewish high school students on religious and political issues. He would also famously be photographed with two other figures convicted of sex offenses. &nbsp; &nbsp; &nbsp;On August 7th, 2005, at 3:50 A.M., 54-year-old Kaye, using the screen name "REDBD," made contact with someone he believed to be a 13-year-old boy named Conrad.
