This article speculates heavily on the actions to be taken by Russia and Cuba. Furthermore, I wish the author provided links to claims made within the article to provide more credibility.

This article assumes that continuing sanctions on Cuba will somehow open them to cooperation with Russia again as in during the Cold War and Cuban Missle Crisis. Although I think it's a bad policy move and punishment politics for something long ago, it does not necessarily open the U.S. to new risks, it just does nothing to help the Cuban and American economies.
