REPORTER: AS COMPANIES REOPEN, WORKERS WILL FIND A FEW RESPONSE AT CHILDCARE CENTERS. Andy Beshear's handling of the COVID-19 outbreak.One such bill would limit the duration of a state of emergency and require a governor to get approval from state lawmakers to extend a declaration."I think the biggest thing we're hearing from our constituents is they didn't know the governor had this much power when the legislature's not in session," Thayer said. "What we're hearing from our constituents is they think that the state of emergency, for whatever reason, should have a limited number of days, whether it be 15 or 25 or 30. Then the governor would have to confer with the general assembly and seek the joint agreement of the General Assembly to continue the state of emergency."Thayer believes Gov. Beshear has been too heavy-handed with statewide closures and too slow to reopen Kentucky's economy, he said.Beshear has defended his handling of the outbreak, saying his policies are designed to slow the spread of the coronavirus and save lives.A spokesperson for Beshear issued a statement in response to Thayer's remarks: "During this once in a lifetime pandemic, Gov. Beshear placed protecting the health of fellow Kentuckians above politics and lawmakers should do the same. The Governor has taken swift and decisive action, based on guidance from the White House and Centers for Disease Control, that has saved the lives of thousands of Kentuckians.
