It would also grant power to the Department of Justice to issue subpoenas to conduct "pattern and practice" investigations into discriminatory policing practices.&nbsp;The bill creates a national police misconduct registry and establishes a national framework to ban racial profiling at the federal, state, and local levels. It also puts in place new requirements for law enforcement officers and agencies, including the use of body cameras, more detailed reporting on police incidents where force was used, and broader training on implicit bias and racial profiling.In remarks before the vote on Thursday, the new bill would "fundamentally transform" the US police culture and would "save lives.""Today, with the George Floyd Justice in Policing Act, the House is honoring his life and the lives of all killed by police brutality, and pledging: never again," she said. "We have the opportunity and the obligation to ensure that his death, and the deaths of so many others, are not in vain."&nbsp;The bill has recieved widespread support from rights groups and members of the Black Lives Matter movement.&nbsp;Family members of Black individuals who have died at the hands of police in recent years released a statement on Thursday in support of the bill."The unjust killing of a loved one, especially at the hands of law enforcement, is a pain too many families have been forced to endure," the statement, written by Gwen Carr, the mother of Eric Garner; Samaria Rice, mother of Tamir Rice; and John Crawford, Jr., father of John Crawford III, said.—House Judiciary Dems (@HouseJudiciary) "We are proud to support this effort because it's the right thing to do."&nbsp;The NAACP (National Association for the Advancement of Colored People) applauded the bill's passage in on Thursday.&nbsp;"The legislation represents unprecedented action to prevent and address violence against the Black community by law enforcement all over the country," the statement wrote.&nbsp;"For far too long, police across the country have operated with impunity and no regard for the people they are sworn to protect and serve."&nbsp;The NAACP called on the Senate to pass the bill and "seize this extraordinary moment in time to push for the elimination of racism in policing and in the criminal justice system writ large, and to rid our society of the structural inequality that has tormented and held back our nation for far too long."&nbsp;Kristina Roth, Senior Program Officer for Criminal Justice Programs at Amnesty International USA, said in a statement that the legislation is "a bold first step at policing reform." Still, Roth said the bill did not go far enough to eliminate qualified immunity for all state actors.&nbsp;"We strongly believe that the functions of this bill do not require new funding," Roth said.
