This argues that the design of the Senate is problematic because it gives too much weight to rural voters. While that is true, it was, from the beginning, by design. At present this bias seems to be a conservative bias, but that too was by design. The senate was meant to be a place where the hot passions of the House would be allowed to 'cool' in the more-measured atmosphere of the upper chamber. The article mentions the issues to the progressive movement this situation creates; it becomes harder for them to promote their agenda when the Senate is held by the opposition. But even the article seems to admit there's no way to fix that witout starting over- something there seems little desire for.
