And when you think what she's gone through in the way that she's handling that and says she's praying for me, these are the heroes that we've got in our community. This morning I visited with Missile Desa, David's mom at her home. Eso I could show her the videos before we released them to on the public. This is a difficult piece of the story to process, but I believe in transparency, and I've heard the community demands that we share information as quickly as we're able to do this. And all officer involved shootings going back many years now, and that's what the citizens deserve. And that's what you're going to receive. Ln p D. Obtained video footage from the cameras within and outside of David McAtee is business aljaz barbecue, or he was Monday morning at 12 15 when this incident took place. So now Chief Schroeder is going to introduce the video, and after that Officer Paul are Major. Paul Humphrey will talk about the tactics are police officers use in such an occasion, Chief Thank you, Mayor Fisher. This morning we're releasing additional video that we have recovered during the investigation into the death of David McAtee yesterday morning. This video was obtained from the security cameras at his business and an enjoining business. We're providing this information because we have made a pledge to this community to be transparent. This video appears to show Mr Makati fire gun outside of his business door, as officers were who are using pepper balls to clear the Dino xlat. We're approaching his business. This video does not provide all the answers, but we're releasing it to ride transparency. It does not answer every question, including Why did he fire and where were police at the time he fired? We know these are questions that community is asking, and we are asking the same questions ourselves. That is why we conduct a thorough investigation to get these answers. Yellen PD public interrogating unit, the Kentucky State Police and the Kentucky National Guard will be investigating further. We will now watch the video, and Major Paul Humphrey from Ellen PD's training division will be available to answer any tactical questions you may have. But he will not be able to discuss the specifics of this case. David McAtee is the gentleman you will see in the Richer. This next video we're seeing is from an adjoining business next door to Mr McEntee is business. So one of the questions we received during this press conference is why, Why? There was no audio. These were surveillance cameras, typically in the business or an exterior security camera. You would not have audio. And now Major Paul Humphrey will be available to answer any questions you may have regarding tact. So, major halfway, if you could just walk through general tactics. Well, in general, what they were there to do was going to be to disperse the crowd. We had dealt with Ah, large, unruly crowds for several hours throughout the night. Prior to this incident and in the downtown central area, we had pretty much had that under control. And the information that we had was this was the last large crowd that we had that was gathering. And so these officers were sent there to try to disperse that crowd so that it did not become unruly. And as they move through the lot at some point, they encountered some individuals and they used pepper balls to dispersed some of those individuals, which is when the conflict occurred. The question is, why didn officers approach? Mr. Makati is business in the first place, and that's going to be something that's specific to the investigation. Um, you can see that the officers come from the Dino Xlat. It looks like addressing some individuals, but we don't know the specifics of what brought them to address those individuals that will come out as part of the investigation. The question is, what do you believe is the sequence of events based on the footage? Uh, that appears to be, uh, as the officers are addressing those individuals, Uh, Mr Makati appears to fire at the officers and they take cover and return fire, but without the audio and without having interviewed the officers. Yet that is yet to be determined exactly how those incidents occurred. The question is, is it clear that Mr Mak, 18 was shot by police and or National Guard that again is going to come out as part of the investigation and that will be released when that information and the investigation is completed again? A question about the nature of the dispatches that initiated the response. And, as I said, that was based on that large gathering. We wanted to make sure that that crowd was dispersed so that we did not have any further issues throughout the night. Uh, then go and going to the area was crowd dispersal. It was not to I have a conflict. At that point. There's a question of what was thrown in or out of the building. It looked like smoke. I can't answer that question from the information that I know right now. Question being Who do you believe Mr McEntee was firing at? Ah, we don't have that information right now, and hopefully we can get some more information that leads to better understanding as part of the investigation. Why have the officers not been interviewed yet? Uh, that is typical that officers will have their legal counsel prior to interviewing on DSO there. Interviewed Ah, day or two after after 48 hours before they were interviewed after the incident. Do you believe it is clear from this footage? Mr Makati fires first? It appears right now from the footage we still have to put all of the pieces of the investigation together and and hopefully we can ascertain. But that's what it appears at this point. Was there a gun recovered on Mr Makati that will come out as part of the findings of the investigation question being? Is it clear that Makati was shooting at law enforcement as opposed to other shooters? May may have been present again. That's a question that's gonna be very specific to the investigation, and we'll have to be answered us as the investigation is completed. All right, Thank you, Major Humphrey. It appears a lot of the questions at this point or concerning the specifics of the investigation, and Major Humphrey simply won't be able to go into those. Um, at this point, it will be a complete and thorough investigation conducted by our public integrity unit, the Kentucky State Police and the Kentucky National Guard. Um, and this video is obviously traveling for us as police and as our community, because the community member died in an interaction with police officers. And it's very, very important to us that we gather all of the effects of what happened and come to inappropriate conclusion. What is best for both the police Department and the community as we move forward. Your patient. Okay, Thank you, Chief, Uh, often times after officer involved shootings. When we show video, there's more questions than they are answers, and that's what the purpose than of the investigation is to take place. But we believe it's in everybody's best interest to get out what we have that's unusual for a city most cities keep. This type of evidence is part of the investigation than it's released months later. In my view, in making that decision years ago is that the, uh, unsettled, unsettled nature of the community because they don't know what happened, or the distrust between the community and the city and our police, whatever just grow. So that's why we put it out when we have it. And then we let the process run forward from there. So I appreciate everybody's they're trying to process what took place here. That's the same case with the investigation, and that's the purpose of the investigation. So, again, one to get get that out and underscore what the chief just said. Any loss of life is tragic in our community. Uh, any loss of life is that's resulting from all this turmoil in the community, as well as to make us all commit ourselves further to doing the work, to make sure that we live in a community of peace and prosperity for everybody. And that's long overdue for many of people in our African American community. I just want to wrap this up by going back to the Kroger. Kroger will most likely be opening back tomorrow limited hours. But beginning today, due to the temporary closing of the Westbrook Broadway Kroger locations, Target will be operating a free, temporary bridge service for the community to reach the nearest alternate alternate, Kroger ed, 5 20 North 35th Street. So that will connect the Kroger 27 10 West Broadway with the Kroger 5 20 North 35th Street. Service began today at noon, and we'll run every 30 minutes from 8 a.m. to 6 p.m. Until the 27 10 West Broadway Kroger reopens, which we hope will be soon. So we wanna make sure by can have access to the food that they need if they don't have transportation to get there. So just ah, closing this out. Let's remember, we've got local challenges that require a local solution. But there is a large national context to all this city of all sizes in America, big cities, small cities, midsize cities are having protest. Uh, that should tell us all something about the need for the collective consciousness of America, especially the collective consciousness of people that have held power in America. To realize that without significant change that benefits all of us. And most likely, those absolutely the people that have power already, uh, is long overdue. Eso This is not something that we just want to say. This too shall pass. Yes, we'll get through this. But if we don't get through this in a way that results in major structural reforms, that people in our communities, people in our African American communities, people in our low income communities, in our like Latino communities, if they don't see a a bridge, a connection to a future of hope and opportunity, there will be a replay on this. I I pray and I trust that we are smarter than that. This is a country that when you see this type of turmoil going on, these are people speaking to us and while many of us believe we have been working to improve conditions, it needs to be faster and it needs to be more structural. And for those that are just coming to this point of view, I beseech you that if you would say Well, I'm not sure I agree with this Let me just stay. People can enter this conversation in many different ways. Many people, Most people enter it from a moral perspective, saying It's not fair that I have privilege and other people don't Everybody should have privilege. People don't buy that. Some people enter the argument by saying This is not good for the economy of our country. We need workforce 70% of the GDP of our countries. Through retail, people have month have to have money to buy things. So we gotta fix this because it's an economic problem and the last time that some people who come into this will say this is a public safety problem. If people feel continually denied and disrespected, that's what leads to public safety problems. Even if that's your only lens, we join you to say Let's help get this done. We're better than this is a country, and it is incumbent upon people that have power to rise up and change. And that doesn't mean people that just there in elected offices, everybody can be a leader in their own way. And I've seen amazing emergence of leadership of some of our protesters in this community that have been peacefully protest ing keeping in decades and decades of pent up feelings of aggression in their scene. But I'm gonna do it peacefully. We need to define differently who our leaders are in our community and in our country and work together with all those It might have power entitled but to awaken everybody for this need for dramatic change that we have that will lead to a better day ahead At the end of the day, that's what we're all looking that for. This is a national problem, but our opportunity is here in our great city, Little Kentucky. That's where we're going to solve that. And I hope we can show the nation how to do that.
