Water Train describes itself as a "bottled water delivery service" that hauls 26,000 gallons per rail tank car to areas suffering from water shortages.► In early March:In April, the company requested the Iowa DNR waive its requirement to show where the water would go and how it would be used. The state agency denied the request last week, saying the statutory requirement cannot&nbsp;be waived.The state agency said&nbsp;Pattison indicated in April it "cannot, or will not, supply information related to the beneficial use of the water."Pattison&nbsp;wants&nbsp;to drill a well that can be used to pump 448.8 million gallons of water each year for export to western cities and states. The company already has state approval to pump 2.1 billion gallons from its wells and the Mississippi River.The company, which employs about 300 people, said in its April application that it's aggressively looking for new markets "to put employees back to work" after oil prices plunged due to reduced travel with the&nbsp;spread of COVID-19.The company said state restrictions that limit how much water Iowa cities and businesses withdraw from the Jordan aquifer do not apply to Pattison Sand's location because the aquifer near the Mississippi is constantly being recharged.In a letter to Gov. Kim Reynolds and Iowa DNR Director Kayla Lyon, a Pattison attorney said last month the state&nbsp;should put "falsehoods and misunderstandings aside" and look at the facts so the company can "develop this unique renewable resource that is&nbsp;currently not being put to any productive use.Pattison has until June 1 to respond to the state's plan to deny its request.The state warned Pattison that it "has other potential concerns regarding the scenario posed in the application.""However, the department must have enough information to complete its beneficial use investigation before it can determine if those concerns are even valid," the agency said.Donnelle Eller covers agriculture, the environment and energy for the Register.
