"In 1936, Game and Fish would not have been organized yet."The Game and Fish wasn't created until 1938 and it was a small agency. In '36 there were no regulations pertaining to alligators, or anything else. So, someone could have obtained one."Carter has no doubt&nbsp;Saturn was from Mississippi."It was a Mississippi alligator," Carter said. "It was captured in Mississippi, I do know that.
