This was a cross between a feature-piece and a news article, and I admit to being very impressed at the way the writer maintained an objective and neutral posture throughout. Myself, I would have descended into furious polemics a paragraph in, at the idea of homeless people in the richest state of the richest country in the world getting caught in floods because they didn't know bad weather was coming. A good article, with quotes and interviews of homeless people and relevant officials, and government figures on the number of homeless people and the state of their well-being.
