Very by-the-books reporting. It's short, informative, explains what's happening (trains sounding their horns in the city), why that happened, and what's changing (the city reinstating a ban on horns). This is how journalism was taught when I went to J-school. As a side note, there is something intensely nostalgic about trains rumbling through towns and cities, but I can understand why residents get tired of hearing the horns.
