This reports the barest of facts, but leaves out the ALL of the details that would justify making it newsworthy. So Mozambique seeks a gargantuan loan for climate change; what does it want to do with the money? Can it pay the money back? Have other countries successfully used loans to reduce CO2 emissions? Nah, you don't need to know that. Look, here's a graph with pretty colors about the WHOLE CONTINENT, y'know, in this article about a single country!
