Gotham has more than just Batman looking after the city and its innocent population. A new group of concerned citizens rises to aid Gotham by bringing the city's most awful crimes to light.In Batman: The Brave and the Bold #5's story "The Angel of Gotham" by Ed Brisson and Jorge Fornés, Batman investigates the death of Rudy Barnett, the founder of an organization known as the Angels of Gotham. The Angels dress up in angel costumes and stand at the sites of unsolved murders, shining a light on the victims of violent crime. By standing at the sites, the Angels draw attention to Gotham's worst crimes and keep the memory of the victims alive. Batman looks into the death of Mandy Mercer, the woman Rudy was standing vigil for. The trail leads him to the Iceberg Lounge, but unfortunately, it's a dead end. However, a friendly homeless person keys Batman into a blood sample left behind by Rudy's murderer, which leads Batman to a career criminal named Lionel Vernon who killed Rudy while Vernon was high. Batman turns Lionel in,and while Rudy is laid to rest, his organization continuing to bring attention to Gotham's senseless and unsolved deaths.For decades, Batman has been looking out for Gotham, doing his best to fight the evil within it and make it a safer place for everyone. Unfortunately, as time has gone on, the city's only grown worse. Between a corrupt power structure, high levels of street crime, and a colorful collection of supervillains, Gotham has very little to safeguard its most vulnerable people. Batman has added to his ranks and the number of heroes in the city has grown considerably. But Gotham still suffers, and the innocent are still victimized in high numbers.Unlike the Bat-Family or Gotham's handful of other heroes, the Angels of Gotham don't do any active patrolling or any other vigilante activities. The Angels simply dress up and keep watch on the sites of unsolved murders, making sure that no one forgets the fallen. It's a noble endeavor that keeps the victims on the minds of the public and makes sure they're never forgotten. They may not be chasing down bad guys or solving mysteries themselves. But they're doing a service in the name of inspiring change. The Angels are doing what they can to provide a small spark of hope in a hopeless city.Gotham and the various ills it suffers are hard to manage, even for a group as dedicated as the Bat-Family. The Angels of Gotham aren't here to crusade against crime but rather remind people of those that have been lost. With so much crime going on in the city, it's easy for people to just forget about the victims, especially when their cases go cold. The Angels shine a light on those everyone else has given up on and provide a glimmer of hope that one day those who caused their deaths will be brought to justice.
