NewsIn Your CommunityChesapeake9:16 AM, Oct 06, 2023CHESAPEAKE, Va. — The man who's facing charges in connection to a hit and run out of Chesapeake that killed an 8-year-old appeared in court this morning for an arraignment.Police said on Tuesday, October 3, around 4:15 p.m., they were sent to the 1700 block of Battlefield Boulevard South. At the scene, they said they found an 8-year-old boy who was hit by a car.The boy was taken to the hospital, where he died from his injuries. Chesapeake Public Schools have since identified the boy as Forrest Hooper.On Thursday, police said they arrested Richard Humbert, a 38-year-old man from Virginia Beach, in connection to the incident. He's facing a felony charge of hit-and-run resulting in death.Court documents obtained by News 3 state that Humbert was driving a white 2019 Honda Civic in the 1700 block of Battlefield Boulevard South in Chesapeake. That's when police believe the driver hit the child with his car. Documents say Humbert did not stop, but did later pull over to check his car for damage.Court documents also say Humbert never went back to the scene or called 911 to report the incident.Families and community members continue to leave balloons and flowers to honor the little boy, including Matt Cilento, the owner of Hickory Towing. Cilento says his business is near where the incident occurred, and his surveillance cameras caught everything on camera."We immediately looked at the surveillance cameras and within a matter of minutes, we were able to identify a car we believed was the suspect car," said Cilento.WATCH: Reward offered for driver info who hit, killed Chesapeake boyIf Humbert is convicted, he could face up to 10 years in prison.
