Assessed property values in his town are up 66 percent.HARRISVILLE&nbsp;— Assessed property values in this picturesque town&nbsp;— known for its well-preserved 19th-century mills&nbsp;— increased 66 percent this year, bringing the median home to about $450,000, according to local officials.The jump, which came as a shock to some residents, is nonetheless emblematic of what's been taking place across New Hampshire.Statewide, the median sales price last year was $440,000, compared to $283,000 in 2018, amid strong demand for housing and limited&nbsp;supply, according to the N.H. Association of Realtors.This past August, the median sales price&nbsp;across the state was $490,000.&nbsp; &nbsp;The state requires that cities and towns perform a revaluation every five years so that properties are listed on tax rolls at current market values. That update was performed this year in Harrisville, which has a population of about 1,000 people.Troy, with a population of roughly 2,100, is another Monadnock Region town doing a revaluation this year. Troy Selectman Dick Thackston, who is also a state representative, said assessments went up approximately 80 percent in that town.Most other municipalities in the region are not doing revaluations this year.&nbsp;Neil Sandford, Harrisville’s acting tax collector, said a letter went out to all property owners in the town over the summer listing the new assessed valuation of their property.“Everybody's assessment for the most part went way up,” he said in an interview Tuesday. “People were horrified to see their assessment in some cases doubled or even more than doubled.“People called here, they called the selectmen’s office, they called the assessor.”New Hampshire has the eighth highest property taxes in the nation, according to a report this year by the nonprofit Tax Foundation.&nbsp;The public is often concerned that higher assessed values mean higher property taxes, but that's not necessarily the case.&nbsp;Local spending drives property tax increases. If a town’s assessed valuation increases and spending for local government and schools remains constant, the&nbsp;tax rate&nbsp;should decrease and the&nbsp;property tax bill generally should remain about the same.&nbsp;But major&nbsp;increases in home values are of concern because this means it is harder for people to afford to buy, said Andrew Maneval, chairman of the Harrisville selectboard and a former state representative.“We’re all trying to find, develop and provide affordable housing where we can, both to make our communities available to younger people and young families, and that gets harder when you see these kinds of increases,” he said.Samuel Greene, director of the Municipal and Property Division of the N.H.&nbsp;Department of Revenue Administration, said the state will begin publishing the 2023 municipal tax rates later this month.He said home prices are rising across New Hampshire because there is a lack of properties on the market."It's hard on real estate brokers because there's nothing available, but it's a great time if you actually have a property you are listing because there are lots of buyers,&nbsp;and you'll get a higher price for the property you are selling," said Greene, who lives in Jaffrey.&nbsp;&nbsp;Some properties are sold shortly after they are listed, and some potential buyers ask their brokers to let them know as soon as a property comes on the market."They've already got a slip of paper in the broker's back pocket saying, 'Hey, if you've got something on the water in Harrisville, I want to know about it.' "&nbsp;On the positive side, increasing home prices show that Harrisville remains a desirable community and that people’s real estate investments are increasing in value, Maneval said.“Harrisville is perhaps the only fully preserved and renovated 19th-century village in America,” he said. “The entire village district of Harrisville is a historic landmark district.”Rick Green can be reached at rgreen@keenesentinel.com or 603-355-8567.Log InKeep it Clean.
