After inspecting the area, police determined the materials were homemade, incendiary explosive devices and materials. Similar devices and materials were found inside of a container in the area on Saturday. Local investigators were assisted by Vermont State Police with both incidents. St. Albans Police Chief Gary Taylor said the number of visitors in the area is increasing as warmer temperatures sweep through the region. "With the passing of winter and warmer temperatures, the volume of foot traffic and other recreational activities at Hard'Ack has increased substantially," Taylor wrote in a release. "If you see something, say something.
