(WGME)BIDDEFORD (WGME) – A Biddeford city councilor says the parking garage in town is too complicated and costing the city money.He says the Pearl Street parking garage is being mismanaged.The garage opened back in 2021, and it’s privately owned and managed, but it’s under contract with the city, which means the city guarantees the company a certain level of revenue.If they exceed that revenue, the city gets a cut of the profit, but if they don’t hit the mark, the city is on the hook.Because of that, City Councilor Marty Grohman says the city paid the companies’ “stabilization payment” of $200,000 a few weeks ago, one of four payments that’ve added up to more than $650,000.Grohman says the payout was only needed because the garage isn’t managed well.The garage asks customers to pay with their app, which Grohman calls a “barrier” for residents who don’t have smart phones or simply don’t want to download an app.You can also pay by texting an automated number or on the web by scanning a QR code in the garage.Plus, the garage has a kiosk to pay with a credit card or cash in person, but if you pay with cash, you won’t get change, and Grohman criticizes the lack of signs and the convenience to use it.“I hear over and over again from constituents that want to come and park here, but they can’t use the payment system and then when they can’t pay using that unfair and difficult to use payment system, they get these $65 tickets,” Grohman said.Wednesday evening, there were 103 cars parked inside.
