Juliet zoning ordinance that banned certain abortions.Federal Judge&nbsp;Eli Richardson issued an&nbsp;order striking down the ordinance, which made it impossible for national abortion provider carafem to perform surgical abortions at its office inside the city limits The judge's order, however, isn't determinative of the issues raised in the lawsuit.&nbsp;The carafem clinic first opened its doors in Wilson County in March 2019 and passed by the city still allowed for medication abortions, up to about 10 weeks of pregnancy, but not surgical, which carafem was planning to offer when it announced its plan to expand service. According to the order, a surgical abortion is a woman's only option after 11 weeks of pregnancy.Not allowing surgical abortions would effectively bar a woman from receiving abortion services in Mt. Juliet if she was 11 or more weeks pregnant, meaning she would have to forego the abortion or travel to Nashville, Knoxville or Memphis to receive one.&nbsp;The judge agreed with the health care provider that comments made by members of the Board of Commissioners, who passed the ordinance, show that the purpose of the ordinance was to&nbsp;place a substantial obstacle in the path of a woman seeking an abortion.&nbsp;"Their statements were clear," Richardson wrote. "The officials played their hand — they made clear their position: that they were going to do whatever they could to prevent abortions within Mt.
