&nbsp;Ohio University will eliminate 140 union positions May 31 in its first major personnel reduction since the COVID-19 pandemic.The university publicly announced Friday night that it had notified 140 members of American Federation of State, County and Municipal Employees Local 1699 that they will lose their jobs at the end of the month.The union, whose contract with the university expired March 1, represents about 500 maintenance personnel, food service workers, IT production specialists, groundskeepers, mail services, OU police communications staff, airport mechanics and others.The eliminations come after the university faced “extraordinary and material financial impact,” an OU release states. The unexpected loss of state funding and housing and dining refunds of about $18 million due to closing of residence halls for coranavirus precautions played a role in the school’s decision to cut positions.However, Ohio University was already experiencing financial problems before the pandemic, largely due to budgets built around enrollment estimates in recent years that were never reached. In fact, enrollment decreased in recent years: Fall 2019 enrollment was down 5.2% and projected enrollment for the spring 2020 semester was down 6.2% compared to the 2018-2019 academic year.The university had previously offered “voluntary separation agreements and early retirement incentives” as a means to reduce costs, but its need for cost reduction has increased since then, according to the release.By leaving another 49 vacant positions unfilled, the university anticipates it will save more than $11.3 million from the total elimination of 189 positions, the release stated.“The majority of the institution’s operational costs are in its employees, which requires the University to make extremely difficult decisions regarding our workforce, including today’s action,” the release states.lweyrich@dispatch.com@Lydia_Weyrich
