The piece says US–China relations have “continued to deteriorate” as we promote human rights, the Russia sanctions etc—all American concerns that yes, we will continue to promote—without attributing the deterioration to China's increased military provocations.
At least it quotes a CIA spox as saying there's no doubt China will continue to pressure Taiwan out of its current existence.
So I see the article as one-sided. Just as Biden was said to have “not spoken about current policy” when he said Russians should remove Putin, the US Govt can't go on-record with supporting this trip. But with Pelosi not part of the Administration per se, it can plausibly deny it was official policy, while 100% being our intent to keep Xi from making the same (possibly, regime-ending) mistake that Putin made in attacking Ukraine
