Racial justice groups were at the Iowa Statehouse less than a week ago protesting the "Back the Blue" legislation amid some concern this would make police less accountable. Supporters said this is not about protecting bad cops. The Iowa House of Representatives passed Senate File 342 Wednesday night 63-30. The wide-ranging, so-called "Back the Blue" bill comes in response to last summer's protests in Des Moines and across Iowa. The bill makes rioting a felony instead of a misdemeanor and also increases penalties for blocking streets and highways, destroying public property and criminalizes shining lasers at police. It also makes drivers who hit protesters immune from civil liability in some circumstances. Republicans said they want to deter violence. "What we've seen is not peaceful protesting," said (R) Rep. Jarad Klein. "What we've seen is destruction and damage in our communities. The bill also strengthens qualified immunity protection for law enforcement, making it more difficult to sue them individually for misconduct. Democrats said they like some portions of the bill including adding benefits for injured officers, but they criticized inaction on Gov. Kim Reynolds' proposed racial justice measures and argue the bill is divisive. "I think this bill unnecessarily pits law enforcement against groups like Black Lives Matter and other protesters," said (D) Rep. Christina Bohannan. "If you stand up tonight and say you support law enforcement, your words will become meaningless with a no vote on this bill," Klein said on the House floor. "I do support police officers. I support law enforcement, but also support the communities that are in pain," said (D) Rep. Ako Abdul-Samad.The bill is now headed to the Iowa Senate. If it passes the Senate, it will go to Gov.
