HARTFORD — City police have arrested a 19-year veteran of the force accused of illegally accessing information through computer systems.Zachary Freeto was charged with first-degree computer crime Monday, Lt. Aaron Boisvert said in a press release Tuesday.The alleged incidents came to light after the department’s internal affairs division began investigating Freeto for an “off-duty incident” in Enfield.Investigators discovered “that Officer Freeto may have wrongfully accessed computer information on multiple occasions,” Boisvert said. The department launched two investigations, one criminal, the other administrative, into the access.“These potential violations were brought to the State of Connecticut, Department of Emergency Services and Public Protection, Criminal Justice Business Applications Unit who then suspended Officer Freeto’s access to the Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) System and the National Crime Information Center (NCIC),” Boisvert said.The allows law enforcement to review in-state records not available to the public, including the State Police Criminal History database and the protective order registry.The system also allows law enforcement and criminal justice agencies access to NCIC, which contains criminal justice data for the whole country as well as Canada.More NewsPolice said Freeto had already been “separated” from Hartford police on March 19 of this year after he was found to be unfit for duty.Freeto had been placed on paid administrative leave in December of last year “after several instances of misconduct and behavior,” Boisvert said. He remained on leave until he separated from the force on March 19.Boisvert said Freeto was served the arrest warrant at Hartford Police headquarters.
