Interpretive guidance from the Governor's Office of Legal Counsel follows:COVID19-04 (En español) -- Businesses that may remain openCOVID19-05 -- Additional businesses that may remain open, guidance for retailCOVID19-06 -- Additional businesses, staff access for nonessential businessesCOVID19-11 -- Barber Shops and Salons are Generally ClosedUnder the guidance, barbers and salons can serve essential workers by appointment only; walk-in services are not permitted. Further, barbers and salons can only allow one customer in the establishment at a time. The client must be an essential employee and provide written documentation from their employer that establishes necessary grooming standards, which the barbers and salons will have to keep on file."It is generally assumed that this enforcement recommendation will be used for military personnel, first responders and other essential workers required to maintain certain, well-documented grooming standards as part of their profession, or where ungroomed hair could pose a safety risk," the guidance states.Both the barber/salon staff and the customer must wear face coverings per the governor's face-covering order.After each customer, the barber/salon must clean and disinfect the area where services were performed per guidance from the U.S. Centers for Disease Control and Prevention and the Maryland Department of Health, the guidance states.The guidance requires the barber/salon to get telephone numbers for each customer for contact tracing should any staff of the barber/salon test positive for the coronavirus.Salon owners said they have to look at whether opening under strict guidelines is profitable. Studio 360 in Sparks had to close its doors March 14 amid the coronavirus pandemic."At first, I was excited about it. I was like, this is great. And then I started reading the regulations and realized that it's really not profitable and it's really not great," said Amanda Westra, owner of Studio 360.For Westra and her staff of 30, who are all on unemployment, it isn't feasible."For a stylist to go off unemployment in order to make a very small amount of money, it's not realistic," Westra said. "It really truly does not make sense to open up under those types of regulations. So we are going to stay closed until phase one starts."Some barbers and salons have posted on social media, excited by the new order, announcing they are now accepting appointments. But for Studio 360, Westra said guidance of another type would be more helpful."I'd really like to see a solid reopen date where we know when we could start rebooking our clients," Westra said.
