The article title is a bit click-baity, but it's a true statement - the report does warn. The report has it's issues though, and I wish the author dug more into that (like who funded it).

While there are legitimate security concerns about internet connected vehicles, framing this in terms of 9/11 is absurd hyperbole. The article simply takes this report at face value and makes no effort to find balancing opinions.

This article has hints of fear mongering antics and is not discussing anything new really. These security concerns have been around for awhile (hence the demo to hack into the Jeep). I am sure that car manufacturers are working like crazy to figure out how to limit risk. The article does mention that.
