This article notes a freeze on board memberships, showing a sharp U-turn in the infrastructure. It mentions, but only lightly, that Trump made a slew of last-minute changes to these boards—firings and replacements—without indicating how important these boards, and their members' efforts, are. But the clear inference I took was that having “loyalists” was important to Trump, and that his installation of members was at one with his refusal to start the transition. I expect we'll hear more about this story
