It wasn’t clear whether she was a customer or an employee of the restaurant, which has been offering meals to go during the pandemic.Immediately after, Nightengale was standing in a parking lot by the Dollar General when Evanston officers responded and fatally shot him. Cook most recently said it was unclear who fired first.Chicago police have not made public information regarding the legality of the guns Nightengale is said to have used or his status as either a holder of a concealed carry license or a firearm owner’s identification card, which is required in Illinois to legally obtain or possess a gun. In an email Sunday, Officer Michael Carroll, a police spokesman, said he did not have details “related to a CCL or a FOID card.”“It unfortunately is something that I would be unable to confirm at this time,” he said.Reached by phone Sunday, a man who identified himself as Torres’ ex-husband declined to comment on Torres’ death. Other family could not immediately be reached.Nightengale had disturbing and nonsensical short videos on Facebook before the killings.
