TONIGHT, U.S. REPRESENTATIVE ANNIE KUSTER IS ALSO RESPONDING, TROY IS IN HER CONGRESSIONAL DISTRICT. MR. Thackston said Ellis was using his own time to make the trip, wasn't in uniform and was not representing the town.
