While the article is an interesting editorial, my take was that a lot of it was projection, conjecture, and viewpoint rather than all factual reporting. The varied polling ratings of Presidents was interesting and somewhat persuasive, but the ultimate FACT in this scenario seemed to be lacking; namely that Congress is required to impeach if the President (or other officer) is criminal, negligent, or compromised in any significant way to a foreign power. So the fact that any Congress person who does not want to impeach -- solely based on the current facts -- they might open themselves up to impeachment for deliberate dereliction of duty, or blocking the checks & balanced required for the USA government to function. That includes Pelosi, too!
