Article itself is a faithful recounting of the various Facebook talking points of their new "cryptocurrency" plan. While accurate from a journalistic point of view, the reality is that Facebook's isn't creating a true cryptocurrency since it will be centralized and subject to restrictions/controls like so many other "stablecoin" projects (like Gemini Dollar & USD Coin) that borrow certain crypto talking points while failing at the actual point of holding a truly decentralized, censorship-resistant store of value.
