Making difficult sacrifices during the next few weeks will absolutely help to keep your family, loved ones and fellow Marylanders safe. We do want families to celebrate and enjoy the holiday in ways that keep them safe."GATHERING LIMITS: The Maryland Department of Health issued a public health advisory that lowers the gathering limit from 25 to 10, and advises Marylanders against all non-essential activities and holiday gatherings with people outside of your immediate household.EXPANDED TRAVEL AND TESTING REQUIREMENTS: The governor issued an emergency order that requires limiting travel to essential purposes only. Marylanders who travel out of state or those who travel to Maryland must obtain a negative COVID-19 test or self-quarantine for 10 days. We're talking about flying out of state or traveling to places that are outside of our region," Hogan said. "Obviously, we have hundreds of thousands of people that travel every day from Maryland to D.C. and back again. Same thing with Virginia."As shoppers prepare for the festive season, the state measures are drawing some support and criticism."I get people want to see each other, but you got to look out for everybody,” said Donald Joseph, a Baltimore resident."You have to sacrifice some safety for some freedom. That's what this country was founded on, right?” said Brian Baynes, another Baltimore resident.A state effort continuing its fight against the virus, putting lives ahead of traditional celebration."If you miss your family, give them a call, or just send a message. It's little things you can do. I understand you want to be there in person, but you doing what's best for yourself and for them, and frankly, for everybody else by just staying home,” Joseph said.When asked about enforcement, Hogan said: "We're not going to be out there, you know, checking people or having law enforcement come after people for traveling. We're just going to rely on the good faith of the people that are going to listen to these orders because they're critically important to keeping people alive. We're going to try to ensure as much compliance as we can, and just get people to cooperate."SUSPENSION OF CUSTOMER-FACING STATE OPERATIONS: The state has instituted mandatory telework for state employees, and beginning Dec. 21, the state is temporarily suspending all in-person, customer-facing operations at state facilities for the next two weeks.The governor encourages businesses that are able to also institute telework policies and to limit in-person interactions as much as possible.SANTA CLAUS GRANTED EXEMPTION: The governor has issued a special emergency order that exempts Santa Claus, his elves and reindeer from any and all travel, testing, and quarantine requirements.Watch the governor's news conference in its entirety:ADDITIONAL RELIEF: The governor announced an additional $180 million in immediate emergency economic relief to help those families and small businesses that are being hit the hardest.$50 MILLION FOR HOTELS AND HOSPITALITY BUSINESSES: This sector was among the first to suffer and will be among the last to recover from this crisis, Hogan said. Funding will be distributed by locals for payroll expenses, rent and utilities assistance.$30 MILLION MORE FOR RESTAURANT RELIEF: We are providing another $30 million to add to our relief program for restaurants, bringing that fund to $80 million, and pressing counties to immediately distribute this funding."There are things that you can all do to help your fellow citizens: support your local restaurants as much as you can by utilizing carry-out or delivery; give to a local charity, nonprofit or food bank; and do your holiday shopping at small mom-and-pop businesses, even maybe utilizing curbside pickup," Hogan said. "This is the season of giving, but please do whatever you can to help support our Maryland small businesses."$15 MILLION MORE FOR ENTERTAINMENT VENUES: This funding will be provided through the successful main street program at the Maryland Department of Housing, bringing that total to $35 million.$5 MILLION FOR RURAL BUSINESSES: As part of a new relief initiative, the state is providing another $5 million to help socially or economically disadvantaged businesses, specifically in rural counties.$40 MILLION TO BOOST TEMPORARY CASH ASSISTANCE BENEFITS: The governor announced $40 million to provide a boost to the Temporary Cash Assistance (TCA) benefit over each of the next six months.$40 MILLION TO DEVELOPMENTAL DISABILITY PROVIDERS: This funding will go toward accelerating their 4% increase to begin on January 1. More than 17,000 Marylanders benefit from these critical services.STIMULUS PACKAGE IN 2021 SESSION: The governor pledged to propose a larger economic relief package when the General Assembly returns for the 2021 session."When the Legislature returns to work next month for the 2021 session, we will be proposing a much larger economic and stimulus relief package which will provide further support for our struggling families and small businesses," Hogan said.FORECLOSURES: The governor has also issued an emergency order to extend the state's moratorium on foreclosures to Jan. 31, 2021, in line with the coronavirus relief act.The governor's last update came Tuesday when he and state health officials provided an update on the state's vaccination plan and distribution efforts. Maryland is currently at the very top of the pyramid of phases, Phase 1A, which is focused on front-line health care workers, residents and staff of long-term care facilities and first responders.Maryland continues to see a rise in new cases. Thursday marks the 17th straight day of more than 2,000 confirmed cases as 2,217 new cases were added for a total of 243,984 cases.As of Thursday, there were 49 more people who died in the last day from COVID-19 complications, for a total of 5,152. Thursday's data indicates Montgomery County is the first jurisdiction to surpass 1,000 deaths with 1,009 total deaths.Maryland had 1,702 coronavirus patients in need of hospital care.
