But after overwhelming interest from aldermen and community groups, the city “decided to accelerate the process” with a fourth site, said , the city’s planning commissioner.AdvertisementAn economy battered by the coronavirus pandemic has added urgency, he said.“Our commercial corridors are in desperate need of revitalization,” Cox said.The call for a second batch of development proposals is the latest step in the plan to use $750 million in grants toward revitalizing economically disadvantaged areas., the sites identified by the city include , following input from community groups on those neighborhoods’ needs.The city plans to offer public dollars, such as tax-increment financing funds and the Neighborhood Opportunity Fund, to help finance the chosen projects. There also are opportunity zones, which offer federal tax breaks, throughout much of the South and West sides.The goal is for developments partially funded by public dollars to spur additional economic activity nearby.The first sites selected by the city, Austin, Auburn Gresham and Englewood, generated a combined 12 proposals, according to the city.Details of the proposals will be unveiled by mid-December, followed by public presentations in January and winners selected by February, Cox said.Advertisement“I would say that the results have even exceeded my expectations relative to the range of partnerships, the diversity of the development teams and the community wealth-building aspirations,” Cox said. “And the architectural quality is, in some cases, stunning.”Would-be developers of the four added sites have until March 30 to submit their proposals.The four sites are:The 42,900-square-foot North Lawndale site is made up of seven vacant lots from 3400 to 3418 W. Ogden Ave., all but one of which is owned by the city.Conceptual plans, drawn up by architecture firm Studio Gang, call for one or more structures with a combination of retail, commercial, residential or mixed-use buildings, as well as open spaces, between Homan and Trumbull avenues.AdvertisementThe Bronzeville site at 449 to 451 E. 47th St. is made up of two city-owned lots alongside the Harold Washington Cultural Center.Conceptual plans were designed by HOK and SmithGroup. A structure would include housing above pedestrian-oriented commercial space.The 14,780-square-foot lot at 1515 W. 47th St. in in the New City area is owned by the city.Plans from the Lamar Johnson Collaborative call for affordable housing above retail or other ground-floor commercial space to enliven the street.The South Chicago site includes privately owned two- and three-story buildings at 8840 and 8844 S.
