So that’s why we can’t separate so much the pandemic vs. the long-term funding solutions because we’re being hit in all directions at the same time.”Since the passage of Act 89 in 2013, the Pennsylvania Turnpike Commission has been obligated to send $450 million a year to the Pennsylvania Department of Transportation to help support public transit. Of that, SEPTA sees about $178 million annually.Fewer drivers during the pandemic plummeted turnpike revenues, causing the commission to delay payments, and thus, SEPTA to slow some projects while it balanced both immediate and long-term uncertainty.
