A very superficial look at the titled matter. An announcement of sorts, more like a regurgitation of a government press, about something or other relating to space. Not much of any information provided. But, a bizarre historical reference relating to government affairs from one hundred and fifty years ago is for some unbeknownst purpose included. This, despite the aforementioned reference having nothing to do with the main subject of the work. The Author does however include his own, apparently required, de rigueur, gratuitous snark. Don't waste your time on this dross.

There are one or two valid points raised, but no presentation of the other side of the discussion.
