KRISTEN: TWO OFFICERS RESPONDED TO THIS PLAYGROUND AT ROLLINS PARK ON APRIL 23, WHERE THEY SAY THEY CONFRONTED PAMELA JEWELL, TYLER WORKMAN, AND ROCHELLE KELLEY FOR ALLEGEDLY NOT ADHERING TO THE RULES. KELLEY IS A SCHOOL BOARD MEMBER IN WEARE. DEPUTY CHIEF THOMAS: WHEN WE HEARD THAT, IT WAS DISAPPOINTING, BECAUSE THIS IS A PERSON THAT IS SUPPOSED TO BE OUT THERE LOOKING OUT FOR THE CHILDREN, AND UNFORTUNATELY, THAT DAY, I BELIEVE THAT WAS NOT A GOOD EXAMPLE TO SET FOR CHILDREN. KRISTEN: POLICE SAY KELLEY, JEWELL, AND WORKMAN WERE ASKED TO LEAVE THE PLAYGROUND SEVERAL TIMES BUT REFUSED. OFFICERS HAD TO COME TO THE PARK A SECOND TIME TO ASK THEM TO LEAVE AGAIN. DEPUTY CHIEF THOMAS: NO RESPECT TO THE OFFICERS. IT WAS VERY SAD TO SEE HOW THESE FOLKS CARRIED THEMSELVES IN FRONT OF THEIR CHILDREN AND HOW THEY SPOKE TO THE OFFICERS THAT DAY. KRISTEN: ROCHELLE KELLEY DECLINED TO GO ON CAMERA TODAY, BUT SENT US A STATEMENT SAYING , QUOTE, "I BROUGHT MY CHILDREN TO THE PARK DURING THE GOVERNOR’S STAY-AT-HOME ORDER FOR FRESH AIR, WHICH I BELIEVED TO BE ALLOWED. I NOTICED CAUTION TAPE AROUND THE PLAYGROUND, BUT DID NOT SEE THAT AS A PROHIBITION FROM PLAYING THERE. WHEN POLICE OFFICERS WALKED INTO THE AREA AND ASKED US TO GET OFF THE PLAYGROUND, I IMMEDIATELY COMPLIED." WORKMAN DID NOT WANT TO SPEAK WITH US, AND WE COULD NOT MAKE CONTACT WITH JEWELL. DEPUTY CHIEF THOMAS: ALL THREE PEOPLE HAVE BEEN CHARGED WITH CRIMINAL TRESPASS AND DISORDERLY CONDUCT. Three people have now been arrested, five months after the incident.The playground at Rollins Park in Concord was closed as part of a plan to stop the spread of COVID-19."Unfortunately, there were a select few people who decided not to adhere to the city's shutdown of the playgrounds," said deputy police Chief John Thomas.Two officers said they confronted Pamela Jewell, Tyler Workman and Rochelle Kelley on April 23 at Rollins Park because they allegedly were not adhering to the rules. Kelley is a school board member in Weare."When we heard that, it was disappointing," Thomas said. "This is a person that is supposed to be out there looking out for the children, and we don't feel that this was a good example to set for children."Police said Kelley, Jewell and Workman were asked to leave the playground several times but refused. Officers went to the park a second time to ask them to leave again, Thomas said."No respect to the officers," Thomas said. "It was very sad to see how these folks carried themselves in front of their children and how they treated the officers that day."Kelley declined to go on camera but sent News 9 a statement."I brought my children to the park during the governor's stay-at-home order for fresh air, which I believed to be allowed," she said. "I noticed caution tape around the playground but did not see that as a prohibition from playing there. When police officers walked into the area and asked us to get off the playground, I immediately complied."Workman did not want to speak with News 9, and Jewell could not be reached. The three were charged with criminal trespass and disorderly conduct.Police said playgrounds were reopened to the public June 15.
