The Law Enforcement Automatic Discovery Database contains 136 names of officers. Rollins' office said 115 of those were added to the list in the last year. "The overwhelming majority of law enforcement officers and employees in Suffolk County are dedicated and compassionate professionals who provide exemplary service to the communities they serve. The database is not voluminous, but the actions of the officers within LEAD are harmful, or potentially harmful to the community and the criminal legal system," Rollins said in a statement provided by her office. Fifty-four of the officers on the list are members of the Boston Police Department. Seventy others are members of Massachusetts State Police, many of whom were linked to that department's overtime scandal. Twenty of the officers were convicted of a crime and 23 were indicted, the database shows.Rollins' office said individuals can be added to the database for various reasons, including if they are the subject of a criminal investigation or prosecution; if they are investigated for discriminatory or defamatory actions; if they are investigated by an internal affairs or anti-corruption unit; or if they are judged to be not credible by a judge or oversight entity. She said the inclusion and removal of names from the database will follow statutory timelines concerning the admissibility of prior convictions. “This is a living document,’’ said District Attorney Rollins. “Names will be added to it when, for example, we are made aware of an investigation or any of the other entry criteria, and names can come off if an investigation exonerates someone, or an appeal is sustained.’’Rollins' office said the database was being shared as part of a "commitment to complete transparency," but said they do no concede the list to be admissible in any court proceeding. "The LEAD database will help us ensure that the legal process works and people charged with crimes by our office receive all of the information they are entitled to in order to properly defend themselves. The Constitution requires as much,’’ Rollins said. “If testimony provided by prosecution witnesses is suspect then the criminal legal system itself is suspect.
