George Cardenas, 12th, said that those buildings are getting repopulated with young Latinos who had left the neighborhood to pursue education or a job elsewhere.“They want to be close to their roots but they don’t have the houses or the amenities that they want or are looking for,” the alderman said. Changes, such as the redevelopment of the plaza will create those amenities to attract more Latinos to return, but also to help the longtime Little Village residents, he added.Last year, Mike Moreno Jr. opened Osito’s Tap, 3724 W. 26th St., to cater to young Latinos and “show the potential of the Mexican American community,” Moreno said in an interview with Tribune in December.His father established Moreno’s Liquors 50 years ago. Though the new bar is in the area of Little Village under Mike Rodriguez, 22nd, Moreno shares Cardenas' perspective.“It’s a cycle where Little Village is losing some of its best and its brightest to another neighborhood because people don’t see any opportunity and any potential,” he said. “But I’m starting to see now more and more Latinos getting educated and ... noticing the potential that we have as a community, and they are starting to come back,” Moreno said.However, Liliana Escarpita, Cardenas’ spokeswoman and policy director, said regardless of what changes are proposed for Little Village, Ald. Cardenas has been definitive that his office will not approve any project “if the agreement is not coupled with a comprehensive affordable housing plan that supports the people that live in La Villita in case property taxes were to go up.” Advertisement
