"In addition, Topeka Police Department policy and state law prohibit the public release of any private medical information of citizens that we encounter in the course of our official duties."The names of the youth and the officer haven’t been made public.Amanda Fisher posted photos of the teenager being taken into custody Saturday on Facebook accompanied by a suggestion that he was "forcefully arrested and detained because he was walking in his own yard."Topeka police said Monday on Facebook that an officer responded about 4:15 p.m. Saturday to the 400 block of S.E. Market, where a community member expressed concern that a teenage boy was riding his bicycle through the neighborhood accompanied by a dog that was unleashed, in violation of city code.Officers had previously been called out Sept. 16 about the same concern, according to Monday’s post.It said the responding officer twice made contact with the 14-year-old and warned him that he needed to take the dog home."At around 4:26 p.m. the officer located the 14-year-old in the neighborhood a third time and conducted a pedestrian stop," the Facebook post said. "He did not comply with the officer’s commands. A use of force was generated when he was taken to the ground and handcuffed."
