Kim Reynolds detailed her continued frustration with Des Moines Public Schools on Wednesday for being the only school district not in compliance with state guidelines. The Des Moines School Board decided on Tuesday to keep students learning online, while it develops a hybrid learning plan. The district’s plan will be dependent on its own proposed coronavirus metrics instead of the state’s metrics.The proposed metrics require less than one new case per 100,000 Polk County residents over seven days for a hybrid model to take place, as well as a 14-day decline in cases and a 14-day positivity rate under 5%.The board’s proposed metrics would also require a low virus reproduction rate.Reynolds said she thinks the board’s decisions are disappointing. “While the board voted 4-3 to prepare to implement a hybrid learning model, there's no clear sense of how or when that might happen," Reynolds said. "Only the district will determine when conditions are safe to do so using a set of metrics that appear to be designed to ensure that they don't come back for in-person learning.”The governor said during her Wednesday news conference that she struggles to see why 326 school districts in the state have made her plan work, but Des Moines Public Schools cannot figure it out."As the state's largest school district, DMPS faces some of the biggest challenges, but they also face some of the biggest consequences for further inaction,” Reynolds said.The school board said it plans to further discuss the proposed metrics and move to hybrid learning during a meeting on Monday."The Des Moines School Board continues to slow walk compliance weeks into the school year at the expense of its 32,000 students, and it's just unacceptable,” Reynolds said. Des Moines Public Schools said in a statement on Sep. 8 that "the credit earned through virtual learning does count for individual students."The governor said that might not be the case and that the online school work underway at DMPS could be for nothing.Iowa Department of Education Director Ann Lebo said the decision on whether online learning days will count for students will fall on the shoulders of the Iowa State Board of Education.The department has yet to start that process in hopes that DMPS will work with them to get student started on in-person learning.The Des Moines Public School District issued a statement that said, in part, "DMPS wants to return to in-person learning as soon as possible, as our superintendent and school board have made clear, and are working on a way to do so that is actually safe for the students, staff, and families of Des Moines."Gov.
