MADISON, Wis. (WMTV) - A white man was charged with a felony Wednesday after he allegedly struck a Black women with his pickup truck in downtown Madison.According to a criminal complaint, Brendan J. O’Neil, 26 of Sun Prairie was charged with felony hit and run involving injury in Dane County Court. O’Neil was not charged with a hate crime, the records indicated.Madison police say on June 21, O’Neil was driving in the area of the University Avenue and Frances Street intersection around 2:30 a.m. when he hit the victim, 24-year-old Alize Carter, with his 2007 GMC Sierra K1500 pick-up truck, the complaint states. The victim was walking with a crowd when she was hit by the truck, according to the four-page criminal complaint.O’Neil allegedly drove off, and later decided to call Dane County Dispatch and identify himself as the driver involved in the hit-and-run. He explained to officers that he was driving towards the bar Wando’s when he noticed a “massive crowd of people” nearby, according to the complaint. He says several people started to hit his vehicle and try to grab him and pull him out of the truck.That’s when O’Neil says he thought he saw a person with a handgun tucked in their waistband, and decided to drive through the crowd. When he reached the next stop light, the passenger told him, “Oh my god, I think you hit someone,” according to the complaint.The woman was brought to a local hospital, where she was treated for abrasions to parts of her body, a fractured hand and a concussion.The over the police department’s response to the hit-and-run, including an instance when a responding officer used pepper spray on a bystander after several officers gathered around the victim.MPD’s incident reports have stated the officers were trying to create space around the woman for the paramedics to treat her.Officers arrested O'Neil following the hit-and-run, and he appears to only spent a few hours in Dane County Jail, overnight.A police spokesperson at the time explained that the injuries suffered by the victim did not meet the statutory definition of great bodily harm, therefore he was booked on a misdemeanor.O'Neil will be in court for his initial appearance on July 30.Copyright 2020 WMTV.
