The black packages contained a white power&nbsp;that tested positive for cocaine.&nbsp;The cocaine is worth $478,000.&nbsp;Richard Gillespie, the&nbsp;CBP Cincinnati Port Director, said his "officers and canine teams are part of the&nbsp;best frontline defense in the world.
