I marked this as a biased article, because it's not entirely clear a) why the state cannot afford a $300m infrastructure project itself (CA is the 7th or 8th largest economy in the world), and b) what the response has been to Newsom's request for funding. News stories should introduce and inform readers about pressing issues and events, but also provide enough information to understand the entirety of what's at hand. This comes close, but doesn't get there all the way.
