The new Branston Locks Primary and Nursery School is set to be open in September 2024 at Branston Locks on Branston Road. It will have a phased intake, staggered across a number of years, and is expected to reach its full capacity in around six years’ time. It will be run by the John Taylor Multi Academy Trust, and is being built as part of the Department for Education’s Free School Programme. The trust is working with Tilbury Douglas Construction on the requirements of the new school, which will have a two form entry and will accommodate 420 pupils between the ages of 4-11. In addition there will be a 52-place nursery and it’s estimated that there will be 39 full time staff across the school and nursery. Cllr Ray Faulkner believes the plans for the school haven’t taken into consideration the need for a drop-off and pick-up area, nor the amount of cars which will have to park up outside it while nursery children are taken into the building or collected from it. He said: “We are very happy with the provision of a school, we need the school, but the safety of the children should be paramount during planning. “I don’t think the county council has taken sufficient cognisance of the problems this road is going to create. “It’s ok putting a turning circle in now, but when that is a spine road it is going to go through to the Albion pub on Shobnall Road. “That is going to give a huge amount of traffic down that road, circuiting to the A38 from Shobnall.” He added: “This is the only chance you’re going to get. Once that road is put in, in the way they’ve designed it, you won’t be able to change it. It’s going to put very small children’s lives at risk.” He said the council should insist on a lay-by being provided to ensure safe parking before the scheme is allowed to go ahead. Tara Jones, who lives near the proposed new school, said parents would be parking for around 15 minutes at the start and end of the school day - and for longer when sports days or drama performances are taking place. She said: “I would like some land allocated next to the school site where it’s safe for the kids to be taken to school. “Most people these days go by car, and there’s going to be 420 pupils and 52 places for the nursery.” Amanda Pickering, speaking on behalf of the trust, doesn’t believe mixing vehicle traffic and children on-site would be safe. She said: “Whilst the statutory consultees have raised no objections to the proposed school, we do acknowledge the issues raised by local residents and parish council with regard to lack of drop-of, potential traffic generation and the impact on local roads. “The number of car and cycle places [in the car park] has been increased, and now complies with adopted standards. “However the proposed development does not include a drop-off and pick-up as it the trust’s and council’s view that the mixing of vehicular traffic and pupils within the site would present a safety hazard and conflict with the duty of care which schools have towards their pupils. “It would also deter travel by sustainable modes.” She added that the school anticipated many people would walk to school from the nearby housing estates. There will also be school clubs before and after classes, which it’s hoped will reduce the numbers arriving at peak times. Councillors agreed the issue of traffic needed addressing, but were assured by officers that a turning circle will be installed once highways teams have carried out the necessary technical plans for this. Further down the line, the turning circle will be removed when the road is fully connected at both ends. Officers said the school won’t legally be able to open until details of the turning circle had been passed by highways bosses. Cllr Colin Whittaker said: “I’m confident in what the officers have done towards this application, and we’ve got to the point where everything else is out of our control. “I’m not particularly confident in the county council and highways when they do these jobs - because we had the same in Uttoxeter, when there was limited parking, no drop-off and no provision for enlargement of the school.” Nevertheless, he said he was happy to support the proposals in the hope that any problems could be ironed out further down the line. Despite the concerns, the application was unanimously supported by the committee.
